| Description: 1. The Procurement Regulatory Authority of Zimbabwe (Health Division), hereinafter "the Procuring Entity", invites sealed proposals from eligible and qualified consulting firms for the Design, Supply, Installation, Configuration, Training and Support of an Integrated Hospital Management Information System (HMIS) for its network of referral hospitals. 2. Bidding will be conducted using the Quality and Cost-Based Selection (QCBS) method under the two-envelope system, in accordance with the Public Procurement and Disposal of Public Assets Act [Chapter 22:23] as read with S.I. 5 of 2018. 3. Interested eligible bidders may obtain the complete bidding document and inspect the Terms of Reference at the address given in the Bid Data Sheet. 4. Proposals must be delivered in two separately sealed envelopes — "Technical Proposal" and "Financial Proposal" — both enclosed in one outer envelope — to the address in the Bid Data Sheet on or before the deadline. Late bids shall be rejected. Technical proposals will be opened in public immediately after the deadline; financial proposals shall remain sealed and be opened later, only for bidders that meet the minimum technical qualifying score. 5. Each bid must be accompanied by a Bid Security as specified in the Bid Data Sheet and must remain valid for the bid validity period. |
